Situé à l'est de la porte Hwahongmun, sur une haute falaise surplombant les remparts de Suwon, le pavillon Banghwasuryujeong(littéralement <pavillon où l'on visite les fleurs et suit les saules >) fut érigé en 1794, lors de la construction de la forteresse de Suwon sous les règne du roi Jeongjo (18e année de règne).

Bien que son nom officiel soit Dognbuk Gaknu (pavillon de l'angle nord-est), il est davantage connu, sous le nom poétique de Banghwasuryujeong en raison de la beauté remarquable du paysage qui l'entoure. Endommagé par une inondation, il fut recontruit en 1848, puis entièrement restauré dans le cadre du grand projet de restauration de la forteresse. 

Classé Trésor national en 2011, ce pavillon est considéré comme l'une des structures les plus originales de Hwaseong, grâce à  la singularité de son plan au sol et de sa toiture, qui lui donnent une apparence différente selon l'angle de vue. C'est également un lieu où le roi Jeongjo faisait halte pour se reposer lors de ses visites à Hwaseong. Depuis le pavillon, on peut admirer un vaste panorama : à l'est, Yeongmudae et Dongbuk Gongsimdon ; à l'ouest, la porte Janganmun et le mon Paldalsan.
