Ce festival qui se tient à Busan célèbre le printemps et l'océan. Le mot ‘Eobang’ désigne l'attitude joyeuse des pêcheurs des régions côtières, une attitude que l'on retrouve à travers le festival. L'on trouve non seulement de nombreuses attractions touristiques telles que la plage Gwangalli et le pont Gwangan non loin de là mais aussi plein d'activités telles que la pêche à main nue, le concours de cuisine et la découverte des spécialités culinaires locales. Beaucoup de gens en profitent pour manger du poisson cru à des prix vraiment bas.

Les galeries souterraines de Seomyeon désignent un espace consacré au shopping construit au coeur du quartier en sous-sol. Il s'agit d'un ancien centre commercial à Busan qui abrite désormais de très nombreuses boutiques d'accessoires et de chaussures. Cette galerie qui commence à partir de la statue de l'île Oryukdo, un des symboles de Busan, propose des articles bon marché. La « rue culturelle et touristique des 40 marches » s’étend sur 450 mètres depuis la succursale de la banque KB de Jungang-dong jusqu’au tour Palseong en passant par les 40 marches de l’escalier du « centre culturel des 40 marches »
Ce vénérable escalier symbolise les joies et les peines des réfugiés et des personnes déplacées pendant la guerre de Corée. Le quartier entier a été rénové pour évoquer la Corée des années 50 et 60, et va s’ajouter à la liste des destinations touristiques à ne pas manquer à Busan.
La municipalité de Busan l’a d’ailleurs désignée « plus belle rue » en juin 2004.
