Le jardin Wolhwawon à Suwon est inspiré des jardins traditionnels de la province de Guangdong en Chine. Il a été construit suite au traité conclu en 2003 par les administrations locales de la province coréenne de Gyeonggi-do et celle de Guangdong en Chine sur les échanges entre ces deux régions. Afin de renforcer leurs relations amicales, il a été décidé que chacun province créerait un jardin traditionnel qui représenterait l’autre. Ainsi, le jardin Wolhwawon a été conçu à l'instar du jardin éponyme qui se situe à Guangdong.
