El Parque del Reloj de Arena está rodeado por el Mar del Este, montañas y la aldea Jeongdongjin 2-ri. Dentro del parque hay pinos, bancos con vistas al mar y desde él se puede acceder a la playa Jeongdongjin. Fue establecido en 1999 por el Ayuntamiento de Gangneung y la compañía Samsung Electronics para conmemorar el nuevo centenario. Parte del evento fue construir un gigante reloj de arena en el parque. Este tiene un diámetro de 8,06 m, y un anchura de 3,2 m, su peso es de 40 toneladas y soporta 8 toneladas de arena, por lo que es uno de los más grandes del mundo. La arena tarda un año entero en pasar de una parte a otra, volviendo a empezar a media noche de cada Año Nuevo.
