El pabellón Jinnamgwan (Tesoro Nacional) era la base naval de la provincia de Jeolla-do durante la dinastía Joseon. El almirante Yi Sun-shin usaba este lugar como su cuartel general, y, en esa época, también había una torre de vigilancia llamada Jinhaeru. El edificio original se destruyó debido a un incendio durante la Jeongyujaeran (segunda invasión japonesa en 1597) y el almirante Yi Si-eon construyó una gran vivienda (residencia oficial) con 75 habitaciones en el lugar del incendio de la torre Jinhaeru en 1599, un año después del final de la guerra Imjinwaeran (invasión japonesa, 1592-1598).
