Depuis 1998 (année de sa création) jusqu’en 2001, le festival s’est concentré sur les expositions et les manifestations présentant les diverses tendances de la BD coréenne et les BD étrangères. En 2002, les organisateurs ont lancé la foire internationale aux bandes dessinées et le projet de promotion de Bucheon pour redonner vie à l’industrie de la BD en Corée et créer de nouvelles opportunités de business pour les publications coréennes et étrangères, en ajoutant une dimension internationale et en créant un marché international pour les auteurs et les éditeurs de Corée, d’Asie et d’Europe.
