En su conjunto, se refiere a que es el lugar en donde se reúnen los mandatarios del mundo para participar en la conferencia de la APEC. Se encuentra localizado en la isla Dongbaekseom, la cual posee un paisaje natural espléndido, formado por un bosque de pinos, camelias, y por las aguas del mar. Después del establecimiento de la conferencia de la APEC, se ha instalado el centro conmemorativo, y es utilizado para las conferencias internacionales de alto nivel. Siendo un edificio de 3 pisos, su construcción arquitectónica fue basada en el jeongja (pabellón tradicional coreano), pero representado al estilo contemporáneo. El tejado toma la forma que tiene la isla, y, el diseño interior del edificio expresa perfectamente la tradición cultural creativa del país. En particular, desde la terraza, que tiene la forma de un daecheongmaru (habitación tradicional recubierta de tablas de madera), podrá apreciar el maravilloso paisaje de la isla Oryukdo, el puente Gwangandaegyo, la colina Dalmaji, y de la playa Haeundae.
