Le Parc Moraesigye est à la fois entouré par la mer de l’Est, par des montagnes et par le village Jeongdongjin. Dans ce parc principalement composé de pinèdes, des bancs sont placés en face de la mer et il y a aussi un accès à la plage Jeongdongjin.

Un sablier ne sert pas à montrer l’heure comme le fait un cadran solaire, mais il mesure le temps qui passe via la quantité de sable qui tombe. C’est pourquoi le sablier est souvent utilisé pour déterminer la vitesse.

Le Parc Moraesigye a été ouvert en 1999 conjointement par la ville de Gangneung et l’entreprise Samsung Electronics pour rendre hommage au siècle à venir. Un sablier géant a été construit dans ce but. Avec ses 8 m de diamètre, sa largeur de 3 m et son poids de 40 tonnes dont 8 tonnes de sable, ce sablier est l’un des plus grands sabliers du monde. Le sable met une année entière pour tomber complètement, et à chaque nouvel an à minuit le sablier recommence à zéro.
