El Consulado Ruso fue construido con un estilo renacentista en 1890, por el arquitecto ruso A.J. Scredin Sabatine. En 1895, durante la dinastía Joseon, el incidente Eulmisabyeon tuvo lugar con motivo de la muestra de fuerza de los japoneses.
